Mr. Todd was village trustee from the Second Ward in 1886-1887 and later was one of the two city supervisors for three years. As a trustee he introduced the resolution that granted the Haines Brothers a trolley car franchise and prepared and presented a resolution that was adopted in 1887, appointing a non-partisan commission that proposed and drafted the city charter. He was a member of the Board of Supervisors in 1895 when he was nominated by the Republicans for mayor and was elected over two opponents. There were many important achievements of the Todd administration, including the installation of the city's sewer system. Mayor Todd appointed the first members of the Ithaca Fire Commission under the new act that created it. He made many important recommendations to the Common Council for City improvements and his policies were invariably carried out.
