 "NEW OXFORD, Jan. 11 -- Dr. Oscar D. Anderson, 63, husband of Mrs. Emeline R. Moul Anderson, New Oxford R.D. 2, a consultant psychologist, died Monday at 7 p.m. at his home. He had been in ill health the past 10 months.
  A native of Anderson, S. C., Dr. Anderson received his Bachelor of Science degree from Wake Forest College, N. C., and his Doctor of Psychology degree from Cornell University.
