"Construction of a new College Spa restaurant at 214-216 E. State St., to replace the structure wrecked by fire Sept. 20, will begin immediately.
With the demolition completed, Mayor Ryan today turned a shovel of dirt to signal the start of a project scheduled for completion early in May.
The new two-story, steel frame building is designed to accommodate 270 diners at a single sitting and provide a more spacious cocktail lounge than its predecessor. A private dining room for 50 will be located at the rear of the site of the old kitchen. 
Plans call for locating the kitchen along the west side of the building to facilitate service to the dining area which will occupy most of the 5,500 square feet of the main floor. The entire building will be air conditioned and equipped with a sound system.
Proprietor Peter Atsedes disclosed today that he had decided on a new building rather than rebuilding the damaged structure which was deemed to have been 35 per cent destroyed.
The basement of the old building is being lowered two feet to provide more space for storage and rest rooms. To what use the second floor, which has 4,700 square feet available, will be put hasn't been determined as yet, according to Atsedes.
Richard E. Metzger is the architect and the construction will be undertaken by McElwee & Sons.
The latter are now completing a project involving reconstruction of the top floor and building an entire new brick front on Couch's Liquor Store at 218 E. State St., which was also damaged extensively in the same fire."

"Three-story, glazed red brick building; street-level facade has altered storefront (1965) with display windows, recessed storefront entrance, and recessed side stairway entrance; upper stories have aluminum windows with center fixed light and operable casement side lights; no cornice. Built ca. 1940, damaged by fire and rebuilt 1956, storefront alterations 1965."
