Frank L. Johnson "organized and sponsored the Frank Spencer Drum and Bugle Corps which has appeared in Ithaca parades during the last few years." Johnson "was a past exalted ruler of the Forest City Lodge 180, I.B.P.O. Elks of the World" and a member of other the Henry Highland Garnet Lodge of Masons, and Herman Lodge 30, Knights of Pythias, of which was past chancellor commander. He was captain of the James Reese European Uniform Rank of the same lodge, a past president of the board of managers of the South Side Community Center and a committeeman of Boy Scout Troop 14.
