I am relatively confident of this man's identity despite the relative illegibility of the census record. He matches with a James Brink living in Owego in 1940, who is the right age (born c. 1893) and whose wife's name was Noelle. Furthermore, he was born in New York and his wife in France, as in this record, and he is a practicing veterinarian (In 1920 he appears as a veterinary student). The only slight discrepancy is Noelle's age, a discrepancy of 4 years. However, censuses often misreport ages. An exact date of birth for Mrs. Noelle Brink is given in her passport application as March 15, 1897, which is consistent with the 1920 census information in question. This document provides a remarkable wealth of information, with a picture of Mrs. Brink and a testimony of Mr. Brink which details some of the major events of his life. It does not mention that he ever studied in Ithaca, saying rather that [after their marriage and return to America in 1919] the couple has "since resided" in Owego. This suggests that they may have lived in Ithaca only briefly. Perhaps this is also why he does not appear in any Ithaca CD's. Edit: To seal the deal, a 1965 Cornell Christmas newsletter lists James H. Brink, Owego, as an alumnus of the class of 1920.
