"The First National Bank (1932) was designed by local architect Richard Metzger and reflects Art Deco influence. At its height from 1925 to 1940, Art Deco was one of the first “forward-looking” styles to become popular. Rather than drawing on historical styles for design details, it stressed the modern, reflecting the rapid technological changes in building materials. Details tended to be minimal, angular, and constructed of high-quality material. Here, streamlined columns flank the main entrance, which is topped by stylized eagles. The bottom floors have a veneer of Indiana limestone and polished granite. Inside the vestibule is a large bronze entrance door. The stairway has white and brown marble banding and patterned terrazzo floors inlaid with brass strips."

200-204 East State St. Historic name: First National Bank Building

"Seven-story, five-bay wide, eight-bay deep, brick Art Deco-style bank building; first two stories clad in Indiana limestone with a polished granite kneewall street-level facade retains two-story grand center entrance faced with polished granite and flanked by fluted, composite piers topped by carved eagle emblems; second story retains three bays with historic rectangular casement windows and is crowned by a discontinuous carved stone frieze of stylized swags and bucrania below modillion block course; upper five stories clad in smooth buff brick retain historic rectangular casement windows; parapet wall at roofline. Two-story eastern addition (1975) has four bays recessed between limestone piers with single-light display windows in each bay. Built 1932;

Historical note: The First National Bank was organized in 1864. It merged with the Merchants’ and Farmers’ Bank organized in 1838. This building stands on the site of an 1870s dry goods store and cigar factory. On the adjacent lots at 105 North Tioga Street and 203 East Seneca Street, there is now a drive-through bank facility where the Cornell Library and the Blood Building stood. The Cornell Library was a free county library built in 1863 by Ezra Cornell. Both the library and the Blood Building were tom down in 1960."
